No problem. Let them run and hid, then after thirty days declare that they have effectively moved out of state, sever their residency and remove them from office. Then either have the Governor appoint new legislators to fill the vacancies, or hold a special election. If it were me, I would pick a single district and save money. If the other districts want representation they can damn well drag their dumb-as-crap elected officials back to the house chambers.
Each state should enact legislation allowing legislators who dump and run like this to be PERMANENTLY REMOVED from office. And take away their voting rights as well.
