It would certainly appear so to me. Ryan didn't even try. Joe carried the torch with his ability to lie out both sides of his mouth and keep a straight face. Heck, he could even smile at the camera while he fucks America, or maybe its that he is so stupid he really believes the BS he is carping. That could indeed be the case. he sure aint no Mensa. Hell he could walk into one of their conventions and drag the average IQ below the level of Moron.
He only knows what his handlers tell him, and probably remembers that for only a minute or three. Give him credit though he don't need no teleprompter. Or maybe its that he couldn't read it if he had it.
For my two cents, Ryan won the debate. he presented facts and a strong case. Joe just spouted the same old lies and tired crap the fools bought in 2008. but then, if Obozo and Biden didn't get any smarter, what hope is there that 53% of Americans did?
